Sterling Silver is a metal, therefore you can apply paint. Silver Jewerly is usually polished, and you must give the paint some tooth to grab hold of, (rough the area with fine sandpaper, 400 or 500 grit) also consider a metal primer, depending on the kind of paint you use. (I recommend a quality enamel paint)

Well I had the same problem before. A little bleach fixed the problem --------- It depends on the kind of paint that's on the metal. Latex paint will come off a number of ways: 1. Warm water and dish soap with a VERY soft scrubbing pad often works. 2. Rubbing alcohol or ammonia will also work and are fairly gentle on the underlying metal. 3. A brand of stuff called "Goof-Off," which you can get at any hardware store or Walmart. The stuff smells terrible, and it can be rough on the underlying surface, so use with caution.

there are high heat paints you can buy in almost any major hardware type store Canadian tire for sure (in Canada) and probably Home Depot / Lowes
The best kind of paint to use on metals is found in the related link at the bottom. It works as a primer, sticks to most metals and is a finish in one go and comes in natural metal color or 'special effects'.
