It depends on the scanner and on the camera. Between something like a Nikon digital SLR and a cheapie Epson scanner (all Epson scanners are cheapies to someone who's run $50,000 scanners), definitely the dSLR.
A desktop slide scanner like a Nikon will give an image that's as good as a modern quality dSLR. And it gives the advantage of film: if you need an image scanned from film to be larger, you can put it back in the scanner; if you need an image taken digitally to be larger, you're stuck.
Now let's move up several notches. Get one of the midrange pro scanners from the 1990s like a Scitex EverSmart or a Screen DT-S1030AI, and the image you'll get will be far better than you can get out of anything but an extremely high end digital camera.
At the other end of the spectrum are full-size drum scanners like Hell S3800 and Crosfield 636. The problem with those machines (besides their size, weight and difficulty of use) is they make images that are better than any equipment can reproduce.
