I would use a stain to make it the color you want and when the stain is dry or has been absorbed into the wood and dry to the touch, use a product called spar varnish and give it two coats. It is resistant for up to 2-5 years even in salt water.
You can use either a water base or an oil base primer over bare pine, followed by a topcoat or two of either base paint. If its a high traffic or heavy wear area inside, I'd suggest an oil based paint. If it just gets occasional cleaning, then water based will work great! And now, you can actually buy water based alkyds, so there you have the best of both worlds.
