When art dealers speak of a print in reference to a Lithograph they mean that the metal plate is what the Lithograph is printed from. Lithograph's are all prints technically, and the ones that are double signed by the artist are considered original prints.

Yes I have seen a blue willow plate that has 4 birds. My mother has one. It was a misprint and is worth a lot of money. I would take it to several antique dealers if you are wanting to get an appraisal on it. I suggest several, because there will be some that will tell you it is not worth anything more than the original design with two birds. I hope this helps.
The value of this particular plate is dependent upon the condition of the plate, and whether or not it is still in its original packaging. Is it stained with tobacco from cigars or cigarettes? Are there scratches or other flaws on the plate itself? Is the inscription still readable? Is it a signed edition? Do you have the original packaging? The answers to these questions will have a large bearing on the worth of the plate.
