Defeat all gym leaders in johto and kanto and beat red, go to their gyms and they will giv u there numbers. you can then fight them in the fighting dojo next to the gym in saffron city.

Correction: You CAN, but only after you beat all of the gyms in the game--in Johto and in Kanto. You'll meet and battle a boy on, I believe, the West of Vermillion City, who will mention getting the Gym Leaders' numbers. He also says that from now on, he'll call you and let you know if the Leaders have switched their location, so you can find them and request their numbers. Finding all of them is the tricky part--though one you can locate easily is Janine, stand-in Leader of the Fuchsia City gym (and Koga's daughter.) She'll be waiting At the Indigo Plateau, in the segment where you could either go to Victory Road, Kanto (Viridian City,) or Mt. Silver. She's right by the Kanto entrance. Talk to her, and you'll have yourself a number.
