John Rutledge participated in the articles of confederation. He was from South Carolina so he supported the south and all of their decisions. In one of the arguments, he believed that slaves and Whites should be counted together when figuring the population for purposes of representation. When the question was asked: should the nationally legislature have the power to control trade and the slave trade? he was part of the south so he feared that the national legislature might place export duties on their crops, interfere with slave trade, and make commercial treaties favoring the north. He also helped make the constitution and signed it also.

The importance of the Atlantic Slave Trade was that it help the colonists in the US. For example, the Africans did hard labor which they were paid less than average payment. Also, it helped the Southern Colony, because the colony runs on plantations.

The US constitution specified that Congress was free to outlaw the slave trade after 20 years. Congress did so the first date it was allowed.The Constitution prohibited Congress from outlawing the Atlantic slave trade for twenty years.
It was agreed during the formation of the US Constitution that slave trade from abroad would cease in ten years. For all practical purposes, the US Congress was obliged to pass a law stipulating the various steps in ending slave trade from abroad.
Before the Civil war and the disagreements with the South, the slave trade was alive and well in New England. The slave trade was dominated by the maritime industry. Rhode Island was responsible for more than half of all of the early US slave trade.
The Three-Fifths Compromise was a provision of the US Constitution that allowed slave owners to have 3/5 of a vote for every slave they owned. This was removed when slavery was outlawed.
Congress was given the power to ban the slave trade after 1808.
