"YES" if you wait till the paint is dry,and then try to remove the tape,you risk pulling the edge of the paint with the tape.if the paint is dry,use a sharpe knife or box cuttter to cut the tape from the edge of the paint ,this should help to avoid pulling the paint away from the painted surface.

You can also take it off when the paint is tacky (starting to go off) In the case of oil based paints it is better to take off when the paint surface is starting to go off as it will sometime ahere to the new paint and cause ragged edge lines. In the case of emulsion and acrylic then it can be left to set first .

it depends on how long you keep the tape there and how hard you pull it off. for example if you put it on for lets say, 1 day and you take it off slowly and you don't rip, the paint will stay on. but if you keep it on for lets say, a month and you rip it of, the paint will most likely come off. Also, it depends on how long you have had the paint on the walls. if you just painted you walls you might want to let the paint set before you put tape on it. But, if your paint has been on her for a long time, like 5 years without a new coat, you should re paint it and then let it set before you but tape on it. Hope this helps!

Paint the entire wall the entire color of what ever your lightest color is(white). Use a high quality tape that is the thickness of the stripe you want. Put the tape over where you want the white strips to be, paint the wall the darker color (black) remove the tape. removing the tape while the paint is wet will be the easiest, but you must be very careful or the paint will blend or be messed up. The tape can be removed when the paint is dry also, but remember the paint either has to be really wet or really dry or it may peel when the tape is removed. And use a good tape, like scotch Blue Painters Tape, Or Frog tape. Dont use the cheap stuff you wont be happy.
