If I recall properly you can just drop the column down onto the seat but you might want to remove the steering wheel just to be safe in the event that there is not enough clearance. Don't forget if its an automatic to remove the little string that operates the PRNDL indicator.
Yes, it should lock unless it has been damaged or certain parts left out. All Chevrolet pickups since 1973 have a locking steering column.

switch should be on the bottom of the steering column ,probably have to drop the two bolts on console to get to it
