The flasher for the 1997 xh falcon is located to the left of the steering column. When you remove the cover to access the fuse box on the right of the steering column the flasher will be visible on the left. ie opposite the in car fuses.

The relay is located under the dashboard on the drivers side. Look up to the right (towards the center of the truck). It is bottom relay, whick is located within a vertical, black rectangular cover.
There is no relay, but there is a turn signal flasher on left side of dash by junction block. Junction block is behind left side of dash.
If both sides are out as well as the hazard lights then the flasher relay is suspect.
