Save in front of Lugia, encounter it, Soft Reset(L+R+START+SELECT), repeat. Most Shiny legendaries take months to get, so it's only recommended if you have a LOT of patience.

in pewter city, a guy outside (as in not in a building) if u talk to him he`ll give u silver wing. go to whirl islands and u will see kimono girls at the bottom (i havn`t done this bit) u must battle them and beat them and they will summon lugia. there. i`d capture it if i were u.
