Assuming that the Sport is the same configuration as the Country, I can give some input.
Under the hood, behind the washer fluid reservoir and a little below that is where you will find the blower motor. It is fairly easy getting the reservoir loosened, but I recall that it took some effort due to the small bolt/screw heads to remove from the blower motor. It is a good idea to have a magnetic tray nearby , a good light and plenty of time to work in that tight area.
You will want to pay attention to the direction of the blades when replacing the part, there may be a certain way that it needs to go in when replaced.

Possibly. A bad blower motor resistor would cause the blower motor to either not function or function only on one speed (usually high speed). The air conditioning system is probably set up such that if the blower isn't functioning at all, the air conditioner won't function. Otherwise the air conditioner would overheat.

I belive it is located down under the dash on the passenger side. the older dakotas where mounted on the passenger side of the fire wall. a blower motor resister is usually located close to the actual blower motor.

Under the dash below glove box. You will see the blower motor and it's to the left of it. You will see a wire harness going to it.
The heater blower motor is on the interior passenger side. It is kind of a round shaped housing facing the floor.
