Provided the starter drive is not spun, one of the following areas is probably at fault. A weak battery A poor, or loose connection (at battery, or solenoid / starter). Dirty or rusted starter drive splines. Possibly, but not probable, a faulty starter.

To remove the starter from a 1976 Mercury 65hp boat motor, first disconnect the battery to ensure safety. Then, locate the starter, usually mounted on the side of the motor, and remove the electrical connections, noting their positions. Next, unbolt the starter from its mounting bracket, which typically involves removing two or three bolts. Carefully pull the starter away from the motor to complete the removal process.
Take the gearbox off and you'll see the flywheel. Then unbolt it, put on the new one, torque to whatever Volvo tells you to, and reassemble your boat.

Disconnect the battery. Disconnect the wires going to the starter, and remove the 3 bolts holding it in. Installation is the opposite. Follow the red battery cable if you can't find the starter.
Do not put a car starter in your boat, boat starters and alternators cost more because they are sealed to keep any electrical sparks from blowing up your boat if there are any gas fumes in the engine bay. The cheapest way to go is to take it to a rebuilder and have yours rebuilt. You will be taking a big risk if you use an automotive starter and it is also illegal by coast guard guidelines.
The starter in a boat is sealed so that it can't ignite an explosion of fumes in the bilge. You could put a boat starter in a car, but it would be very dangerous to put a car starter in a boat.
