On my 1995 Passat it is located on the fuse block, under the dash, to the left of the steering column. I doubt they have moved it from this location.
The starter on the 2002 Saturn vue is located on the front underside of the engine, follow the positive(red) cable from the battery and it should connect to the solenoid which is part of the starter.
Attached to the starter. behind the instrument cluster. go under the dash and look to the left sided of the steering column. you will see a junction block with a 7mm screw head in the middle. it will be right above that. it is called a starter enable relay.
It depends on the relay. Call local parts store for actual prices.

we have put on altenator, spark plugs, spark plug wires, battery, starter and the relay looks good and nothing has fixed the problem

It would have a starter relay and it is located in the power distribution box under the hood. Remove the black plastic cover and turn the cover over, it will tell you which relay is for the starter.

The ac clutch relay is located behind the fuse panel on the drivers side its the first grey one in the top left corner it is rite next to another relay that has numbers vertically
The blinker relay is broken. It is located inside the hazard switch. Replace the switch and it will fix your problem.

On a V6 it's in the passenger side bottom behind the alternator.
On a 2002 Ford Explorer - ( 4 door) in the power distribution box there is : in location # 12 - a red color 50 amp maxi cartridge fuse for the starter relay and ignition relay and in location # 56 is the starter relay (also in location # 58 is the ignition relay) (Helpfull)

It's in the relay box under steering column. You can see it when you remove the fuse cover on the left side
