Depends on which camera you are asking about. The camera obscura was known in the 1400s or before, it is not known who first had the idea. If you believe some people, Leonardo da vinci invented Photography to fake the Turin Shroud. People such as Wegewood and Herschel were trying to take and fix photographs in the late 1700s/early1800s but could not achieve the 'fix' part.
