There are a lot of choices of paint brands you can get. The best known non-slip paint would be Epoxy or Sure Step. You can buy both of these at your local Home Depot.
I'm taking a guess that it is Latex Paint. The best and fastest way would be to use a Paint Scraper. Stripper would work but it would take the Final Finish off of your floor. If it is a large area, you could use a Heat Gun...carefully as that also would take the Clear protecting coat off of the floor. I would go with the paint scraper. Not a Putty Knife, a Paint Scraper.

I would advise a light color to reflect any ambient light throughout the basement.A dark color absorbs light,which would make the basement much darker.
There are other wall coverings besides tile. Also, you could use larger floor tile to make the work easier. Maybe an exterior paint would work, but should you want to sell, the buyers would see this as a bad shortcut.
You rip the floor out an put in a new one if you dont like the linoleum other wise it looks trashy

Yes, you can paint a floor that was stained. However, before you apply any paint you will need to apply a coat of primer/sealer so the new paint has something to adhere to. Also, by sealing the floor you will increase exponentially the life of the paint you want to apply. Otherwise it would wear away very rapidly.

Well first you make a basement and then you put stairs in it where ever there is a space for example if you where trying to put stairs in your house to the basement you would have to have a huge amount of space and delete 6 squares of floor and but 2 stairs then in the basement you put the stairs where 6th squares are then you have basement stairs.
