DG makes a good chain lube . If you want to save money get some chain saw bar and chain oil .it has a cling agent in it which makes it stick to the chain . Dump some in a can and use a old paint brush and paint it on the chain .
Use a citrus based stripper that will cling to the wall and allow it to work overnight. However, an easier option would be to paint directly over the exterior paint with a good quality interior latex paint.

in car paint the water particles are in abundance compared to in marker pen ink they water molecules lack. the dehydration synthesis occurring throughout the paint makes the strength of the hydrogen bonds in particles much stronger in car paint.
