Yes, of course it can. However, it depends who owns the rights to the photograph. If it is copyrighted you would not be able to use it.

You use pixel to measure the quality of a photograph (although cameras usually take photos in megapixels (millions of pixels). You use bits / bytes to measure the file size of a digital photograph (although photos are usually MB (mega bytes) - millions of bytes).
When you want to take a photograph of a scene whee the size/content of the photograph is approximately the same as seen by a human eye. The photo will look normal.
