It can change every year. Like in 2000 New Mexico voted Democrat, but in 2004 they voted Republican. Some main states that are Democratic usually are California New York, Oregon, West Virginia, Vermont, Hawaii, Delaware, and Maryland.
As a percentage, or an absolute figure? In absolutes, I would say California since it's the most populous state. However, California is so large there are some areas that make Texas look liberal--for instance, Orange County has been deemed the most Republican county in the United States. As percentages, I'd say Massachusetts. It has twelve counties, and they're all Democratic.
