I understand it was the idea of now deceased Donald Davis, a former publicity director with the American Dairy Association of Indiana. He choose his wife's birthday, July 15, to celebrate. In 1984, Ronald Reagan proclaimed the third Sunday in July as National Ice Cream Day July is also National Ice Cream Month.
