It depends on whether you're thinking from the musical or a movie that would be closer to the book.
In the musical, Cosette is a soprano and Eponine is either a mezzo or an alto. Both are good parts.
If you're following closer to the book, then Cosette is a better part because she gets more time. However, Eponine also has very complex emotions so it's good to play her too.
It all depends on your acting and/or singing.

She also manipulates Cosette when she is older by writing a message on her house saying "Move away", so Valjean, Cosette, and Toussaint will be moving to England. In the musical, she manipulates Cosette when she is little by making her get in trouble, but she doesn't really manipulate adult Cosette. In the book, Eponine manipulates Marius by making him promise to give her what she wanted, in return for finding "the young lady's" house, which she does and Eponine takes him there. She also is the one that causes him to go to the barricades, in the hopes that the two will die together. In the musical, she manipulates Marius by making him promise to give her anything, and shows him Cosette's house. Eponine is much more manipulative in the book than musical...

I think it unfortunate that he didn't, but that's just my opinion. Marius didn't pick Eponine over Cosette because (obviously) he wasn't in love with her as he was with Cosette.
Marius and Cosette are singing about their love for one another. Eponine is listening, and saying how Marius doesn't love her.

One main theme from Les Miserables is desperation. An example of this is Eponine's fight against trying to win over her true love, Marius, who is actually in love with Cosette. Who Eponine used to treat horribly. Even in the finale of the show, Eponine still screams the words: One more day all on my own (these words are sung by Eponine in the finale song 'One Day More.') Thsi shows her desperation in winning over her love Marius, even when she knows that she cannot have him.
Jean Valjean and Inspector Javert are probably the most critical. However the Thenardiers, Eponine, Cosette, Marius, Enjorals and Fantine also play a large role in the story
