Power levels? If you begin Kingdom Hearts II over again, you start as Roxas again, and if you've completed Kingdom Hearts II and seen the screen with your stats on, you need to restart your console in which it will go to the last save point you saved at.
Considering every member has died, I suppose not. Then again, its rumored that in Kingdom Hearts Manga, a few people get saved somehow. I'm not really sure, so I wouldn't count on me being right. Kingdom Hearts 3 is supposed to be about a keyblade war for those who can wield the keyblade. Since none in Organization 13 can, they won't come back I believe.
Yes Roxas is a nobody. He was created when, in Kingdom Hearts 1, Sora gave his heart to Kairi so she can be saved. He is also the 13th member of organization 13 and best Friend of Axel. well actually Roxas is not a nobody because, in birth by sleep Ven is put to sleep and when his heart realizes he will be asleep for a long time it joins it's heart to Sora's and later when Sora unlocks his heart it separates's Ven and sora's hearts. and Ven's heart forms Roxas in memory of it's original self. nobody's have are supposed to have no emotions but, Roxas does. and they can't wield the keyblade. so Roxas is NOT a nobody. -badkitty112
You just keep going through the storyline in each world until you get to 'The End of the World' and beat the final boss (Ansem i think). But you won't likely get anywhere if you don't level up. A lot of battles will be extremely hard to complete if you are at a low level. Just keep fighting heartless to level up. Some bosses such as Sephiroth do not need to be beaten to beat the storyline of the game. The Coliseum tournaments and Whinne the Pooh minigames also don't have to be played to finish the storyline.

He struggles with darkness in his heart as he tries to become a Keyblade Master. Master Xehanort--familiar name: yes, young man as he was: heck no--wanted to live long enough to see his dark empire grow (since he's sort of an oldish man), and seeing Terra's darkness gave him the perfect vessel for him. At the last battle, where Aqua and Ventus--the other two protagonists--were nearly defeated, Terra opened his heart to his darkness, and Master Xehanort took the opportunity and migrated into Terra, taking his body...but not without Terra's empty armor going rogue and beating him. Terra's hair turned white with the new heart and soul within, but the funny thing is that he lost his memories! With no memories and ending up in Radiant Garden, he had no idea what he was to do. So I think he tried to release his heart--I'm not sure, really--and Aqua, who after the battle left Ventus--who had lost his heart and wouldn't awaken until it returned--in the place she made: Castle Oblivion, saved her old friend's body from the darkness, getting herself in the darkness instead. Now she's trapped there, trying to find her friends. But anyway, Ansem the Wise discovered Terra/Xehanort and apprenticed him as he brought him back to everything that's been happening. Xehanort learned quickly, took the heart research too far, became a Heartless (who stole Ansem's name) and also had a Nobody created: the leader of Organization XIII: Xemnas. So yeah, it's him, to answer your question, just not completely him, because a Nobody is the body and soul left behind.

Unfortunately no. You have to shut it off and play from the last save point you saved at.
well it just takes you back to where you last saved and you can do the rest of the world like atlantica and do anything
you could do a soft reset L2, L1, R2, R1, start and select for the ps2

I saved the Monstro card for last... it seems to be the most difficult. just train and raise your level by fighting heartless.

Yes, but you will start over from the last door you entered. I've played this over and over. it's fun and addicting.
