Considering every member has died, I suppose not. Then again, its rumored that in Kingdom Hearts Manga, a few people get saved somehow. I'm not really sure, so I wouldn't count on me being right.
Kingdom Hearts 3 is supposed to be about a keyblade war for those who can wield the keyblade. Since none in Organization 13 can, they won't come back I believe.

I suppose your thinking about Kingdom Hearts. Since the entire Organization are Nobodies, they obviously don't have hearts. Their goal is to complete Kingdom Hearts (not as in the game series, as in the moon) so they can get their hearts back.

It is what we call a "sidetrack game" to fill in the missing spots of kingdom hearts 2. Well, that's where the creator put a little mystery, so a sidetrack game would seem useful. So Kingdom Hearts 358/2 Days is only after Kingdom Hearts, and before Kingdom Hearts 2, Where you play as Sora's nobody, Roxas (Or even the members from organization 13).

I'm not sure but i would guess that sense the keyblade is basicaly the only thing that can kill nobodies and when someone becomes a heartless a nobody is created and everytime the keyblade kills a heartless a hearts is sent up to the kingdom of hearts. and the members of organization 13 need kingdom hearts to become whole. so the keyblade is used to shut the door to darkness and to OPEN the door to LIGHT.
