The American Commander was Douglas MacArthur said that. He was forced to avoid capture by the Japanese so he retreated from the islands. He would later make good his promise when later in the war he did return.

Why didn't the U.S. bypass the Philippines and move directly to Japan in World War 2?

MacArthur had promised to return and the thought of leaving an American territory under the conqueror without directly taking it back was politically unpalatable.
