In older versions of Google Earth the 'Terrain' layer option appeared as the last item under Primary Database in the Layers pane on the left side of the window. This was removed in recent versions of Google Earth.

You can go to Tools -> Options -> 3D View -> Terrain and set exaggeration to 0.01 to effectively remove the terrain effects.

You have the 3D Buildings layer turned off. Go to the Layers tab and turn it on.
