In older versions of Google Earth the 'Terrain' layer option appeared as the last item under Primary Database in the Layers pane on the left side of the window. This was removed in recent versions of Google Earth.
You can go to Tools -> Options -> 3D View -> Terrain and set exaggeration to 0.01 to effectively remove the terrain effects.
You have the 3D Buildings layer turned off. Go to the Layers tab and turn it on.

The satellite imagery in Google Maps and Google Earth is typically one to three years old. The imagery is constantly being updated but the imagery is just a snapshot in time. Any outdated imagery means that any new buildings, upgrades, or additions will not be seen until the imagery is updated.Historical imagery in Google Earth and historical street view in Google Maps allow you go back in time to see what it looked like in the past.

Google Earth provides a 3-D effect with 3-D buildings and tree as overlays on top of the base imagery. Also with terrain enabled in Google Earth, the satellite imagery conforms to the topology so mountains (e.g. Mt Everest, etc.) appear in 3-D.
