Why did articles of confederation have to be replaced by constitution?

Congress was the chief agency of the government because there was no executive branch. It proved difficult, and often impossible, for congress to put it's policies into effect. Nine of te 13 states had to agree on any law and all 13 had to agree to amend the Articles of Confederation, but at times they could not all meet.

The Articles of Confederation needed to be changed because they weren't working well for the new nation and they had a lot of new things they needed to add on to it, so the Founders decided to abolish the Articles and create a whole new constitution.

It couldn't be added to, and the government was made too weak by it. Which is why the leaders scrapped it and wrote the Constitution which could have amendments added to it if needed, and a stronger central government hold/command.
