Congress was the chief agency of the government because there was no executive branch. It proved difficult, and often impossible, for congress to put it's policies into effect. Nine of te 13 states had to agree on any law and all 13 had to agree to amend the articles of confederation, but at times they could not all meet.

They also were afraid of tyranny. Which was the fear of another king. So there was no one leader. When delegates from the states met on May, 1787 in Philadelphia, Pennsylvania. They were to fix the articles. But there was no fixing. Instead, they wrote the constitution. The delegates from the states stayed confidential in the one room in Philadelphia. In the hottest months of the summer with the windows and shutters closed because they did not want to let people know about this and people get mad. Also they kept the windows closed because they did not want the flies to come in.
