No, it wasn't their idea. Paul wore sandals the day of the shoot, and it was hot, so he some how thought it would help to take them off for the picture. He says he doesn't know how the rumor was started.
People thought that Paul McCartney had died because on the album cover of abbey road album Paul had his cigarette in a different hand than he usually does I'm not even kidding the whole rumour started because someone noticed it.
The fact is that Paul had his cigarette in that hand so that it could be seen in the photo (marketing reasons).

The MI5 had a plan to fake death about Paul McCartney had died in a car crash. At that time, Paul McCartney and his girlfriend Jane Asher go for a holiday at France. Paul McCartney had a motorcycle accident and cut his lip. When MI5 saw Paul McCartney back home to England, the MI5 tell to the other three members that he was not Paul. When the MI5 saw the scars on Paul's lip, MI5 thought it was a scar from the plastic surgery. The other three members of the Beatles keep Paul's death a secret. Then in 1969, a radio reporter named Russell Gibb reports that Paul McCartney had died and lot of people thought it was an imposter that replaced him. When the police that patrolling the road at the time of Paul's death heard the news, they said the car crash was never happened.
