Just after the revolutionary war,the former colonists had been afraid of a national government that was too strong. Now people had a government that was too to work well. The confederation was really 13 separate and independent states rather than one nation . The country was not really united. The british ,in fact , called the disunited States

during the articles of confederation period the most pressing challenge was that people had no homes. people were homeless and nobody would hardly ever take them into their own homes.
If you mean the Articles of Confederation, then they weren't very good laws. One said that the bigger states pay less tax, because of all the people supposedly there. But, say they weren't. The smaller states were being treated unfairly. Then the people who wrote the Articles of Confederation saw their flaws and wrote the Constitution.
