First of all, Republicans wanted revenge. 1. Military districts were set up in the former Confederate States. 2. Full compliance with the Emancipation Proclamation was mandated. 3. Full compliance with the Fourteen Amendment was required for the resumption of citizenship. Next, they wanted the freed slaves to be protected against retaliation. 4. The Freedman's Bureau was established to provide education, healthcare, and legal assistance. The Republicans wanted to remain in power in both the North, as well as the South. 5. The Fifteenth Amendment was passed, granting suffrage to former slaves, who repaid them by voting Republican.
They were congressional "Radical" Republicans. Some names include Thaddeus Stevens of Pennsylvania, Senator Benjamin Wade of Ohio, Charles Sumner of Massachusetts (who had been severely caned before the war by Preston "Bully" Brooks of SC), Edwin M. Stanton, Sec. of War, and Senator/General Benjamin Butler of Massachusetts, just to name a few.
