Citizens of a country elect a government to lead them and make decisions for them. So every time we have a dispute (say health care) everyone in the United States (or whatever country) doesn't have to go and vote, the representatives will vote. Also if we had another political system like a Dictatorship then people would run around trying to take over. Last, when the colonists split from Great Britain in the 1600's-1700's the colonists split for many reasons one of which being they didn't like the idea of one set leader (that was an American example).
