This is normal. Most vehicles employ a 'limited slip' or similar type differential which prevents both tires on an axle from getting power from the transmission. This is to prevent massive tire wear from turning corners. Allowing one of the wheels to turn freely (usually the wheel on the outside of the curve) prevents the tire dragging.
