Your blood pressure will decrease because your body is conserving heat for the vital organs and not wanting to send it out to the arm or leg. If the body does this the blood returning to the heart will be cold and not the right body temperature needed to survive and keep homeostasis.

heart rate actually does not decrease in cold weather. this is because cold weather causes the blood vessels to constrict. because of constricted vessels, the heart needs to work hard to pump blood throughout the body - thus proving that heart rate does not decrease in cold weather.

Your heart is trying to generate the most heat as possible. Your heart pumps faster to get more blood flowing to warm you up! Of course this can only do so much and only keeps you conscience for a few more minutes.

However, prolonged exposure to cold slows down body metabolism.

Thus, there will be decrease in pulse, respiration, and blood pressure.
