Have the wheels balanced. Get a 'front end alignment' done on your vehicle.
You can fix the horn on your 1998 Cirrus by first removing the center of the steering wheel cover by prying it off. Then, check for loose wiring or wires that are exposed which might be causing the horn to activate. Fix the loose wiring or exposed wires to solve the problem.
It may be that when you shut down your car earlier you had your steering wheel turned just so. Try inserting your key in the ignition and turn your steering wheel just slightly and see if that will unlock the switch. I had that happen to me and that is all I needed to do. Hope this helped.
EJ48315: 1. Remove the four screws out of the back of the steering wheel and pull off the front cover / airbag assembly. 2. After removing the nut / washer / sleeve use a steering wheel puller to remove the hub. 3. Remove the turn signal assembly, should be 2 screws this will expose the ignition. 4. Remove the screw that goes through the backside of the ignition and the ignition should come right out.
If your steering wheel is lock then it is tricky. Pry out the silver washer from the ignition key lock. Then you will need to cut the ignition switch cover with a hex saw. This process means you won't be able to use your key. You will need to get a new iginition key lock and key. If your steering wheel is not lock then you can save your lock and key. you need to put the key in run. This will match the notch on the cover and the lock. You need a special tool that has two prong that goes into the two notch. You can get it from Mercedes dealer. You should be able to pry the ignition lock and the cover out of its place.
on the left side of the steering column remove the knob and rod(the one that adjust the steering wheel height) that goes into the steering column. stay on the left side (you are bypassing the key switch) look in the column and you see a rod that goes down the column. use the rod that you removed earlier to push that rod toward the dash. push like crazy you are trying to break a little metal clip in the switch. when it breaks you just push that down. push it a little you are the acc mode. push it a little more and it is the on position. push it some more and the motor will start. hold it in the on position while driving the truck or the steering column will lock and no steering from there. i know you wanted a simple way like they do in movies. sorry no cutting and touching of wires together is required. this is not hard to do and can be done in under a minute if you what you are doing.
Your steering wheel will vibrate at higher speeds due to either wear in your front tires or improper balance of tire pressure. IF these are not the promblem look to see if there is damanage to the shaft under the vehicle between the tires. Look at it or get it looked at before it gets worse, believe me I know how expensive it can be later!
Most likely a tire problem or a bent wheel/rim. There is a chance it is due to worn out components in the steering or front suspension.
There is a pin that goes in the side of the steering wheel. Take off the sterring wheel and cover. You should see a hole and the pin goes in there
Assuming that you are able to remove the steering wheel with a steering wheel puller is should be bolts and wiring harnesses. Nothing to complex just be sure you mark the steering wheel were you took it off on the wheel and the column so you put it in the same spot or your wheel will be off while your car goes straight..
You have broken wires in the tilt wheel. You will need to take the steering wheel off and start looking for a broken wire in the steering column somewhere. You will have to have a steering wheel puller to get it off.

Grease the rubber boot that goes around the steering shaft as it goes through the firewall.
The car can wander (moving from side to side without turning the steering wheel.) There can be play in the steering wheel as well.
