By water vapor, we normally mean the gas form of water. As stated above, this is lighter than air, though it mixes with air and thus does not "rise to the top" except in a very mild and slow manner.

Water vapor merely mixes with air and if the air cools enough that the water condenses back to droplets of water, that is a cloud. Water droplets are heavier than air and the fall. We call that rain.
