It's not. You must be mistaken with FF VII (seven / 7). FF7 became a big success that single-handedly saved Square Co through its incredible story line, memorable characters, beautifully-rendered 3D graphics (previous version used 2D sprites) and also upgraded to run on sony playstation. To this day many FF fans believe FF7 to be the masterpiece among all the series. FF8 didn't quite deliver and was epically longer. I agree aswell, Square.co did not have that much money to start with and they brought out no.1 and kept on going and If you look for FF7 in online shops you'll see it can be a lot more expensive even compared to the recent games.
i personally think that Final Fantasy 8's popular because of the CG sequences. it might also be because of the storyline.
A little may come from the fact that the characters have realistic proportions (i.e. They're not super deformed [http://en.wikipedia.org/wiki/Super_deformed] like FFVII)

Final Fantasy VIII's main 'crime' is that it was not like Final Fantasy VII. For a lot of people, Final Fantasy VII was their introduction to the series, and they knew nothing about the games that had come before it. They did not realise that the settings and often the game mechanics were changed drastically from game to game - some had Job systems, FFIV had characters who mostly did not change. FFVI allowed everyone to learn magic, and FFVII had the Materia system. So a lot of people got Final Fantasy VIII expecting a lot of the game mechanics to be the same. They were not, and as a mark against FFVIII, the learning curve was very steep, you were given a lot of information to absorb right from the beginning.

The most enjoyable Final Fantasy for someone new to the series would probably be VII (7) VIII (8) or X (10) out of these three I would suggest VIII for someone new to the series and wants a good first impression, unless you really MUST have voice acting in which case X would be a wise choice. Note that Final Fantasy games are all completely different in regards to story so you don't have to play ANY of them in order.
