I have just fitted a Terrano 3.0 diesel into my Double cab and dont have much boost - max 0.2bar. If I override the system and suck on the wastegate servo then boost increases up to 1.1 bar and goes well. Seems like the wastegate is normally open and needs the extra vacuum to close it and provide the boost needed. I havent done any more development , but need to find out if I can get that vacuum needed from the inlet or if the control system is faulty. Maybe yours is doing the same thing.

It means the Turbo boost is lower than it is supposed to be.Look for in correct order:Plugged air cleanerDisconnected or damaged piping between the turbo and the inter cooler and then to the engineDisconnected or damaged or leaking exhaust, you should be able to hear this.Leaking or damaged intercooler, this is very common on older unitsThe turbo may have failed and will need to be checked by a knowledgeable person.A turbo is basically a fan, an air pump. Turbo boost pressure too low means that the pump isn't pumping as it should, it's not giving the pressure it should be giving. Either the turbo isn't spinning as it should, or it's not moving air as it should, or there's a leak in the system somewhere.

You can get quite a bit of boost with the BD-Power twin turbo kit, but it depends on your engine and how you mate the kit.
Massive power loss in a turbo vehicle could be due too boost leak for the turbo.

The 1981 Nissan 280ZX was available without a turbo (NA) and with a turbo. With the turbo Nissan only offered an automatic transmission for this year. It was the first year for the Z series to have a turbo.
A turbo will increase your gas mileage, yes. It does not run off power from the engine, it runs off the exhaust system to boost engine power. Your engine has to work less for the same power.
you could have a pressure leak when the turbo spools up... check all your clamps and check for cracks or holes in your intercooler
