My rough guess is that "faster (inner) core is relic of tidal deceleration." Since tidal deceleration of the Earth is due to frictional force exerted by ocean tide on the ocean bottom surface, core can decouple in the tidal braking.

What is the purpose of the earths outer core?

There is no "purpose"; the density of the materials in the outer core are less pressured and spin slower than the inner core. NOTE: the inner core spins faster than the outer, creating Earth's magnetic field.

Is Earth's inner core surrounded by a liquid outer core?

Yes earths inner core is a dense ball of metal earths outer core is a layer of molten (melted) metal

They go faster through the inner core than the liquid outer core

Why do scientists believe that the inner core is the source of earth's magnetic field?

Waves traveling through the inner core go faster than those through the outer core.
