Alvin Schwartz wrote scary stories because he felt that writing scary stories would build tension and suspense, so the reader would continue to read his books, and it was creepy looking on the front so that kids who hadn't read it yet would be drawn in by the spooky cover.
Just a guess, but probably because it terrified children. The images were considered disturbing and I know people who had nightmares for weeks after reading it.
