I guess you have to visit the moogle shop through the weapons panels. Also look in the synthesis section. If all else fails, try battling xion a couple of times.
one is in disney castle in the library, one is in the crystal cavern (right before the big heartless war), one is in the pridelands in the oasis, and one is in the tower in Agrabah (note that you can only get this one the second time you visit agrabah), then you take all of them back to Merlin's place.
This isn't a door you can open. It's just a symbol for Roxas (his Organization name was the key of destiny) and the fact that he's still alive. All the other symbols are red because they are defeated.

defeat the phnatom in neverland after you lock the keyhole in hollow bastion on your second visit. the phantom is an optional boss but he is the only way to get your stopraga spell.
