I've had a similar problem on my 98 civic ex. There's two resistors wired to the fan control. One for speeds 1 and 2 and another for speeds 3 and 4. I suspect the one controling the 1 and 2 speeds has blown.

If you only have high speed I would blame the blower speed resister. If you have no speeds and the fuse is good, I would blame the blower motor or the switch.
Stealing will get you in the slammer but if you want to know how much it will cost, call a couple of local a/c installers which you can find in the yellow pages.

If you are looking to purchase a used Honda Civic VTi, a good place to start would be with used car dealerships. Any Honda dealership would have new Honda Civic VTis available. If they didn't, they could order one in for you.

check the fuse if the fuse is good check the relay fuse.
No, they are different generations and therefore require different hoods. A 98 hood would only fit on a civic from 1996-2000
