Many vehicles with power windows have a switch on the drivers side window control panel that can lock out control from all other switches, check to be sure that switch isn't on.
If the starter is clicking when you turn the key then the relay is not the problem, more likely is the battery and starter wire connections. Take them off and clean them before putting them back on ( have the battery checked ) corrosion will cause the symptom you described, however there should be a starter relay in the engine compartment fuse panel. If the truck is a standard transmission, it could be the Neutral safety switch, which is located under the clutch pedal. However, most likely it is the solenoid on the starter, I just had the same problem, time for a new starter.
Roll the window down. Carefully wedge a nonmetal object in between the glass and the door panel. Try to pull the trim panel up over the top of the door edge. Sight down to the door latch with a flash light. It helps to do this in the dark of night or indoors. Then take a long rod of some sort and trip the release mechanism. After you get the door open. Remove the trim panel and correct the problem. Don't try to slip the trim panel over the top before removing it. This is when the panel could be damaged.

I had a similar problem but with the windows only. I figured it was the mechanics of the window (about $800) but found out it was the switch($75). The switches wear out just like anything else on your vehicle. Try that. It would spare having to pull your panel.
I am not a mechanic, but I just had this problem with my a/c. I checked all of the fuses -- no problems. I pulled apart the instrument panel to check the connections to the switches -- no problems. My next step was going to be to remove the panel that covers the blower (under the glove box) and check the connections on that end. Before I got to that another issue came up and I took it to a mechanic to solve all issues. Turns out, my next step would have solved it because they found that the connection to the blower was loose. So, that may be your issue too. If you have already checked the fuses, I recommend that you start with the blower rather than the switches behind the instrument panel (it is really a pain to take apart and put back together). Remove shelves from refrigerator compartment. remove screw from bottom of the control panel and ease panel bottom forewards then carefully downwards. This will allow the overhead panel to slide back and clear front clips and drop down sufficiently to give access to defrost timer.
If all you want to do is repair/replace the window switches then this is very simple. You will notice at the bottom of the small panel the switches are in there is a notch. Take a screw driver and use the notch to pop the panel off. Be careful not to pull to hard you may pull apart wires or damage them. Be gentle and lift it up enough so you can see if there is a wire that is not connected. If so, there is your problem if no connections are broken then just get your replacement switches and hook up the wires and there you go.
