May want to check your dimmer switch, too - it could just be in the off position. You could have a shorted relay if it only happens when you turn your headlights on. From the description you gave, it sounds as if the instrument cluster has come unplugged. You may be able to reach up behind the cluster and plug it back in, but usually the cluster has to be removed to access the plug.
Either warped rotors or drums can cause pulsating. Apply the parking brake slowly while going about 15mph and see if t pulsates. If it does, it is the drums that need turning. If not, it is the rotors that need turning.

There is a grounding issue with the system, either that or one of the components is otherwise drawing more amps than the circuit breaker is meant to handle and it is tripping.
Sounds like a blown brake line . Get under the car to see where the fluid has leaked out and that will answer your question.

Hazard lights should only be used when your car is stopped or coming to a stop. Using them while you are actually still driving can be dangerous. Other drivers will be unable to tell if you are going to change lanes or get off the road because your turn signals or 'blinkers' will not work when your hazard lights are on.
If you want to turn off the running lights off try to engage the emergency brakes. I have a 2000 Montana and that works.

Answerpull the bulbs on the left and make sure they are not in with the tits in the wrong position. That is lower teet in the upper slot of the socket.
