There might be rules and laws involved in this, but generally when a pipe gets a hole in it corrosion is the reason and a replacement is cheaper and the correct way to do it. If the pipe had some mechanical damage like driving over a sharp object a weld repair is possible and can work fine. Nothing lasts forever.
I want to elaborate this hole is below the crank, the crank chamber does not hold pressure and does not hold oil. so can i put a weld patch over it and call it done?well if there is a hole in it can it really hurt to try it?
Yes. I've used it on aluminum as a permanent repair. I'd recommend prepping the surface thoroughly.
If the pipe is in good enough shape you can weld over the hole, BUT If there is one small hole rusted in the system it is a good sign the pipe is rotted. There will be many other holes soon. There are probably more holes than you know about. You will probably have to have an exhaust shop put in a new pipe for you.
Sounds like a real bad idea. A leaking freeze plug is usually a sign of a very neglected cooling system. You need to replace the leaking plug with a new one. Unfortunately there is probably corrosion throughout the whole cooling system. You will probably have other leaks soon.
A butt weld is a weld made between two straight cut profiles , a socket , or plug weld is made between a surface and a hole.
JB Weld
Remove the oil pan and clean thoroughly then bring the pan to a muffler shop or body shop and have them weld the crack...the threaded hole for drain plug may need to be chased with a tap after welding. Then again you could track down a used pan pretty cheap.

Put JB Weld on the sparkplug threads.Screw it in to the non-fouler.Then it should come out.IN THE FIRST PLACE,PUT ANTI-SEIZE COUMPOUND ON THE MALE THREADS OF THE NON-FOULER,NEVER ON THE SPARK PLUG MALE THREADS.
dry it off try J-B weld epoxy, on it can be purchased at a hardware store
I plugged a water pump on a 89 mustang 5.0 with jb weld steel stick, if done properly it will stop your leak. however if a lot ccolant is comming from the weep hole then you need to replace the water pump.

When the depth of filling is less than the thickness (less than complete), it is specified inside the plug weld symbol!!!
