Yes. Make sure you strip all clear finish off down to bare wood and stain. You can re-stain with same or darker color tone, but can't go lighter in tone. In order to go lighter you have to plane the wood down past the stain penetrating layer. good luck with your project.
Believe it or not, ammonia! Dampen a cloth with the ammonia and rub the stain, then polish. I had rubbing alcohol spills all over a dresser and this removed them!
Use a piece of wood the size you would like the picture frame and cut out the size you would prefer for the picture in the middle. Typically you can find a plain picture frame at your local craft school just for this use. Glue each piece of glass on the frame leaving gaps in-between for the grout. Let glue fully dry. Then pour grout all over and wipe excess off. Once finished filling the grouts use a rag and wipe clean the glass. Let grout dry some then go back and use a damp wipe to fully clean each piece of glass, before the grout dries completely.

Strip it or sand it off and start over.
The only thing you can do is sand, keep in mind sometimes the stain goes to deep, I just had an end table with a stained top, I planed 3/8" off the top and the stain was still visible, I made a new top. Good-Luck
It sounds as though your table was stained and a finish coat was not applied. Take it back to where you bought it or hire a painter to finish it.

Not so much, the burn off in the home is very minimal, most of the real nasty burn off comes from behind the glass. open windows and doors, it can set of a smoke detector.
The best way remove ice cream stains from shoes is to mix a small amount of mild soap with warm water. If needed you can add a stain remover such as Biz or Tide to help lift the stain.
