The best ways to slow one's pulse down are to first, commit some time to cardio workouts. 3-5 x a week, 20 minutes of running (can have some 2-3 minute walks if you can't go 20 minutes straight), this makes the heart and lungs stronger, more efficient, and thus doesn't require as many BPM. Sleep is also very important for your heart's health, it gets to rest while sleeping and improper sleep has been connected strongly to poor heart condition. Make sure you don't drink caffeine or smoke tobacco, as those are both stimulants which wouldn't be making you go from say a healthy 70 up to 110 on their own, but certainly elevate heart rate. I'm going to assume you wouldn't do any harder stimulants (though possibly, if you're prescribed an AD(H)D medicine, then that's also a possible cause. Are you overweight? If so, I THINK heart rates in that range are normal (though still unhealthy, it is because overweight people generally have weaker hearts due to little exercise/labor and also they simply have more body mass to distribute blood to, with a weak heart already), so well, follow my cardio direction for sure and lose weight.
