Yes, it could be either. It could also be ignition problems, plugged fuel filter or a long list of OTHER possible problems. Don't just throw parts at it in hopes that you find the problem. Investigate and figure out what's wrong before you buy any parts.

I ran out of gas with my 95 camaro and filled it up and started fine. Sounds like it may be a bad fuelpump/relay or fuse. Check the fuse and the relay. Any luck on figuring this out? I'm about to spend a grand!
try haveing the relay/solinoid checked. mostly i think you may need to replace the relay. the relay clicking usually is a sign its dieing.

Since it is turning over and assuming there is fuel in the tank, the problem just may be with your fuelpump. Before you change it though, check your fuel filter, Fuel relay, and the line that runs power to your pump from the relay. Make sure that it is plugged in at the pump. If it is none of these, change the fuelpump, make sure to change the o-ring at the pump also.
