Tufting started in the 50's (pattented in the 40s) and it uses a Primary backing to tuft the yarn through & the a secondary backing is laminated to give it dimensional stablility.

In the case of Tufted carpet (96% or total production today) both the Primary & secondary was Jute (think burlap bags, HEMP!) up through the mid 60s

Today Both the primary & secondary are different weaves of Polyropylene..
