To channel scan an RCA SCST DTV converter without the remote it is virtually impossible unless the scanner has a scan button located on the front. Purchasing a universal remote that works with digital scanners is a good idea.
I have a TV converter box, I use the remote to scan for available signals and then they are automatically programmed into my remote/system as an available viewing channel.
The correct code is tv mode actually toshiba 5102 although does not give any options other than volume & channel up and down and off on I have yet to configure how to retain auto scan options

I have read 8046 or 8222 but did not gt them to work, purchased a $5.00 universal GE 4 device remote at wal-mart #24944 and using the auto scan on sat it was almost one of the first ones .. and would allow programming so I was able to scan and set channels. Good Luck bc
