You can find the Windows 10 background pictures in the "Backgrounds" folder within the "Windows" directory on your computer.
You can find the locations of Windows screensaver pictures in the "C:WindowsWebScreen" folder on your computer.

You can find the location of Windows pictures on your computer by navigating to the "Pictures" folder in the "This PC" or "My Computer" section of your file explorer.
Normally Windows will use the My Pictures folder under My Documents. Try going to My Computer / "username"'s Documents / My Pictures.
In your operating system, open a Find dialog and configure it to display pictures. In Windows, this is done with the key combination Windows+F.
Just take a bunch of pictures and photoshop or paint or find a website and write the names on the pictures xD
I have looked on websites and my computer there is no way on vista you can see the pictures you taken.
The paint icon on your computer is most oftenly located in the start menu under accesorries. If you are unable to find the paint icon search for it using my computer or my documents or another search program.
In Windows 7, you'll find it in... Start > All Programs > Accessories.
Perhaps the one you draw, or paint, will be the first one.
