As far as fixing a broken voice outside of music, best suggestion is to talk to a Speech Pathologist.

Here are my recommendations, I find that speak as little as you can for a 5-7 day time period. Write down everything you want to say and show the person if conversing with them, you can text them, email them, twitter them, or post something in their blog or wall on the social sites you use.

Taking hot (not scalding hot) green tea with honey helps lubricate the vocal chords and can help with a tired voice. If you are talking pitch intonation, Singing Success and/or Complete Singing Voice Lessons can be really helpful.

VOICE REST is the most recommended out there.

If you are a singer or wanting to sing, there are tools out there that can help a broken voice on an album (For Windows, Melodyne Editor is quite a good tool to straighten out pitches, for MACS, Antares Auto-Tune is quite a good tool to use). Hope this helps you out and remember to allow 5-7 days time for your voice to heal. Sometimes it may take longer depending on the damage.
